TN Assembly set to make a record today
Demand for grants for 27 departments will be discussed and put to vote in just one day as the Assembly wraps up session early due to corona virus threat.

After 16 years, the Tamil Nadu Assembly will be creating a record as the House passes demand for grants for 27 departments in just one day. The Business Advisory Committee chaired by Speaker P. Dhanapal decided to wrap up the present session early due to the prevailing conditions due to corona virus threat. Soon, the Assembly Secretariat passed on instructions to 27 departments to submit their policy notes before 4 PM on Monday.
Serial number 34 on Financial Business of The Practice and Procedure of the Tamil Nadu Legislative Assembly states that a Minister shall lay before the Assembly the policy notes whenever a demand is moved.
In normal times, 3-4 departments are clubbed together in a day for which demand for grants is moved and put to vote. As, the Assembly is set to adjourn sine die post Tuesday, the demand for grants for 27 departments are being put together for discussion and voting. Just like other days, the Ministers would be moving the demand for grants for the respective departments and legislators will get to speak on the demand for grants for all 27 departments. The demand for grants would later be put to voice vote at the end of the day.
This process is not to be confused with guillotine. Guillotine is the process of clubbing the demand for grants together and voting on them without discussion. This is done on the last day of the Assembly session as the process of discussion and voting on the demands for grants and the passage of the Appropriation and Finance Bills is to be completed within a specified time.
Prior to this, the erstwhile AIADMK government under Jayalalithaa passed the demand for grants for 24 departments in one go on 31st July 2004.
